Mr. Covell has over 30 years combined railroad operating experience and railroad safety regulatory experience. For 15 years Mr. Covell worked for US Department of Transportation/Federal Railroad Administration in the Operating Practices field. In addition he has a varied background in railroad operations having worked as a Switchman, Brakeman, Conductor and Locomotive Fireman and Engineer in commuter passenger operations as well as in freight and yard operations.

His regulatory duties has taken him to many different railroads both large and small and allowed him work in environments as diverse as the Mexican Border at Nogales Arizona to train riding inspections in Fairbanks, Alaska.

He is very familiar with railroad accident investigation techniques and has participated in many accident investigations. Mr. Covell has been involved in many safety audits serving as team leader on several major inspections and audits.
